Description
The document discusses two issues: the implementation of a new nuclear-related dual-use items regime and a common statement on full scope safeguards. Germany informs that the internal procedure involving the federal cabinet may delay the exchange of notes for the implementation of the new regime. They invite partners in a similar situation to share their views on how to proceed without jeopardizing the early entry into force of the regime. Germany thanks the presidency for the redraft of a common statement on full scope safeguards but regrets the lack of agreement on more precise definitions as suggested in previous communications. They propose including a reference to the definition of "significant" items in the statement. Germany expresses a preference for communicating the forthcoming NSG policy on full scope safeguards as a statement issued at the plenary and sent to the Director-General of the IAEA. They believe formal incorporation into the guidelines should be avoided at present to maintain acceptability for new suppliers. Germany also prefers communication to the IAEA as a group rather than individual communication to avoid conflicting with their national policy on full scope safeguards.
