Description
During a conversation, Blankenstein from the German Federal Foreign Office (FRG) informed the UK about a possible policy initiative at the Non-Proliferation (NP) Review Conference. The FRG is likely to announce that it will only deliver listed nuclear materials to countries that have accepted full scope safeguards. Blankenstein explained that in the past, the FRG had delivered materials with safeguards conditions beyond those required for the deliveries themselves. The introduction of full scope safeguards as a condition for future FRG supply is being discussed and is expected to be agreed upon. This would have minimal impact as the FRG is already applying high levels of safeguards. There would be limited exceptions for existing contracts and items necessary for nuclear safety.
