Description

The memorandum discusses objections to including Brazil in the London Nuclear Suppliers Group. The idea is seen as problematic as it would give the Soviets more access to sensitive discussions between the US and its allies, organize the threshold countries into a new pressure group, be contrary to the NPT approach, dilute the strength of Suppliers Group restraints, and not do anything about the German-Brazilian deal.
