NSC 15 Policy Review of Nonproliferation

In January 21, 1977, a memo was issued by the National Security Council in Washington, D.C. regarding nuclear proliferation. President Carter had ordered a thorough review of US policy towards nuclear proliferation to develop policy options for achieving non-proliferation goals. The review assessed current policies on nuclear fuel, reprocessing, and waste disposal, reviewed decisions by President Ford, and analyzed ongoing negotiations with other nations. The review also assessed options for international coordination to limit nuclear proliferation, identified current and potential nuclear export requirements, and reviewed congressional initiatives and strategies for coordination of nuclear export and non-proliferation policies. The review was to be completed by February 28, 1977.
