The Netherlands will host a multilateral working group meeting in The Hague on February 21 to address the U.S. dual-use initiative before the planned meeting of suppliers in March. The same invitation list used for the February 21 meeting will also be used for the March suppliers' meetings. The U.S. will consult with countries that they have been unable to meet bilaterally prior to the March meeting. The U.S. will issue specific invitations to representatives and distribute guidelines and a paper outlining the dual-use initiative. While specific invitations are limited to addressee countries, others may seek attendance. The U.S. does not want to curtail attendance and embassies may stress that the invitation to the February 21 meeting is the same as the March meeting coordinated by the Dutch. The February 21 meeting is preparatory for further discussions in March.
