Description
This document is a UK statement presented at an informal meeting of the NSG (Nuclear Suppliers Group) Working Group. The statement discusses the need for international arrangements to strengthen non-proliferation efforts, establish a workable multilateral program for the export of nuclear-sensitive dual-use goods, and facilitate the free movement of such goods within the Single European market after 1992. The statement raises the question of whether a common list of sensitive items and guidelines for exports are sufficient or if additional mechanisms are needed, such as consultations, exchanges of information, and denial notifications. The statement suggests that arrangements based solely on guidelines may not be adequate to exclude target countries and maximize the effectiveness of multilateral controls. It proposes considering an additional mechanism, such as an Exchange of Letters or MOU/Aide Memoire, to enhance the consultation process and ensure the effectiveness of controls. The document also includes illustrative texts related to the treatment of furnaces and crucibles within the international arrangements for nuclear-sensitive dual-use goods. It concludes by proposing an informal discussion on the different approaches during the NSG Working Group meeting in Brussels.
