Description
During a Nuclear-Related Dual-Use Working Group meeting, it was announced that the United Kingdom, France, Belgium, and the Netherlands had adopted a policy regarding the full scope and conditionality of nuclear exports. Italy also confirmed its intention to adopt the policy. The exceptions to the policy would be made only in cases where the safety of nuclear plants or human life was at risk. Germany, with the support of Australia, proposed including a requirement for FSS (Full-Scope Safeguards) in the NSG (Nuclear Suppliers Group) Guidelines. Several delegations congratulated the UK and France on their decision. The document is dated October 11, 1991.
