It is suggested that a revised version of INFCIRC/254 could incorporate the EDP items, while a separate INFCIRC document would be more suitable for proper dual-use items. The limitations of an INFCIRC document in establishing obligations are highlighted, and the need for supplementary arrangements such as information exchange, regular updates of the control list, consultations/notification, and licensing policies is emphasized. It is proposed that a memorandum of understanding be signed by NSG partners to outline these supplementary arrangements.
