Description
The meeting of the Nuclear Suppliers Group (NSG) took place in Lucerne, Switzerland, from March 10 to April 1, 1993. Representatives from all 28 member states attended, including the Czech Republic and the Slovak Republic for the first time. Argentina participated as an observer. The meeting discussed various issues related to nuclear suppliers' guidelines and agreements.
Some of the measures agreed upon during the meeting include the approval of procedural arrangements for the NSG, revised guidelines for full scope safeguards, examination of primary coolant pumps, and the establishment of a working group on information sharing. The meeting also discussed harmonization and updating of the trigger list, dual-use export controls, conditions of supply, and relations with non-member states.
Regarding non-member states, China, the former Soviet Union (FSU) countries, and others were identified as potential targets for new membership. Efforts to encourage adherence to the guidelines, adoption of full scope safeguards, and export controls were discussed. The possibility of a small delegation, led by the Chairman, visiting target countries to explain NSG's work was proposed.
The exchange of information and the venue for the next meeting were also discussed, along with a press statement issued at the close of the meeting.
