An international meeting of states adhering to the Nuclear Suppliers Group (NSG) guidelines took place in the Netherlands on 7 March 1991. The participants reaffirmed their commitment to preventing nuclear proliferation and recognized the importance of International Atomic Energy Agency (IAEA) safeguards. They also acknowledged the problem of dual-use materials, equipment, and technology contributing to unsafeguarded nuclear programs and the development of nuclear explosive devices. To address this, a working group was established to examine control measures for nuclear-related dual-use items. The participants emphasized the need for new nuclear supplier countries to adhere to the NSG guidelines. They agreed to continue reviewing and strengthening supplier arrangements and planned to convene another meeting the following year.
