Description

This document discusses a conversation between Mr. Thomas and Ms. Dedik regarding the COCOM/Nuclear Suppliers Group (NSG) and the creation of an exclusion list for the post-COCOM regime. Mr. Thomas expressed concerns about the list-making process and the acceptance of certain items for the NSG Triangular List. Ms. Dedik provided a copy of the proposed exclusion list, but noted that it had not been agreed upon within the US Administration. Talks in Oslo were expected to focus on the philosophy of the post-COCOM regime, and a working group and a meeting were planned to further clarify American thinking. The Germans did not approach the author on the subject, and it was decided not to provide them with a copy of the list. Discussions with the French were anticipated, but problems were expected at Charles de Gaulle Airport. The document also includes a list of materials and processes related to nuclear technology.
