Description
This document, dated December 1993, presents the establishment of a new multilateral export control regime. It aims to promote transparency and responsibility in the transfer of armaments and sensitive dual-use goods and technologies. The participating states are encouraged to have legislation enabling global controls. The regime will not duplicate the work of other international regimes but will complement existing efforts to promote transparency in weapons of mass destruction and conventional arms transfers. The document outlines the purpose, scope of control, procedures, and membership criteria of the regime. It also discusses further arrangements, administration, and the lists of controlled items. Additionally, the document includes a request from the Fully Cooperating Countries to participate in the preparatory process leading to the new arrangement. The document concludes with a list of participants at a meeting held in Helsinki. As a historical document, it provides insights into the development of international agreements and export control measures during that time period.
