Description
The document contains two separate sections. The first section informs the recipient that notice has been given of another INF inspection between the United States and the former Soviet Union. The inspection team is expected to arrive at RAF Alconbury and may inspect RAF Greenham Common or AAF Molesworth, or both. The author is writing similar notification to the Prime Minister.
The second section discusses the US Ambassador's urging of Allies to pressure Ukraine regarding its ratification of START and accession to the NPT. The document states that no action is currently required, as the Ukrainians are already aware of the Allies' views. The US is divided on the merits of collective or individual action, and the UK does not want to appear ahead of other Allies. The issue may be raised with the Ukrainians at the next NACC meeting, but only minor strengthening of existing references to the issue in communiques is expected. Contingency points for a press conference are provided, and further advice will be given if the US proposes re-packaged security assurances.
