The author thanks the recipient for their response to a previous letter regarding the draft UK paper for the Nuclear Suppliers Group (NSG) meeting and the limited participation of Nuclear Non-Proliferation Treaty (NPT) adherents in the Zangger Committee. The recipient clarifies that the Zangger Committee's remit is restricted to equipment designed for nuclear purposes, and its effectiveness relies on enforcing no-transfer provisions. However, the author acknowledges that the lack of enforceability and recipient countries' export control capabilities may limit the effectiveness of these provisions.
