Description
The message, dated December 3, 1991, is a response to M.J. Ward's request for information exchange related to missile proliferation in the Third World within the context of the Missile Technology Control Regime (MTCR). The message states that during the MTCR plenary meeting, partners discussed various questions regarding information exchange. While there was little enthusiasm for a US proposal on notification of MTCR approvals, there was a consensus that a fuller exchange of information/intelligence on projects of concern would be useful. The UK, US, and German information on this matter was well received. The message also mentions that partners agreed to exchange information on approvals on a voluntary basis over the next six months. The effectiveness of these arrangements within the MTCR is yet to be seen, and the UK has agreed to update their paper before the next plenary.
