Description
The Director for Nuclear Affairs in France informed that Libya has expressed interest in a nuclear power plant for electricity generation and desalination purposes. However, France has been reluctant to supply more sensitive nuclear technology to Libya, such as a research reactor or a heavy water plant. Negotiations for the supply of a standard Westinghouse light-water reactor were still in the early stages and would be subject to IAEA safeguards. The French government emphasized that they would not act contrary to the guidelines agreed upon by nuclear suppliers. The information was shared with the FCO and requested to be saved in Vienna for UKREP IAEA.
