Description

This note describes a meeting held to discuss the US proposal to restrict the dissemination of information on new developments in enrichment technology as part of non-proliferation efforts. The UK agreed to enter discussions with the US, but expressed the hope that the restrictions would not impact centrifuge technology, which was important for the centrifuge project. It was suggested that discussions should exclude centrifuge technology and focus on other enrichment technologies. The meeting also discussed the classification of laser technology and agreed that access markings should be used to restrict information flow instead of formal classifications. It was proposed that a common policy and guidelines should be agreed upon, rather than a formal exchange of information agreement. The UK would develop its own enrichment technology and avoid being tied too closely to the US. Action points were assigned to write a paper outlining the UK's proposed approach and inform the UK Embassy in Washington.
