This document discusses concerns about the lack of effective subsidiary arrangements for safeguarded facilities in South Africa. The Annual Report of the Agency now includes a column on "Subsidiary Arrangements in Force" to address this issue. There are four facilities in South Africa eligible for safeguards: the SAFARI-1 research reactor, the two PWR reactors under construction in Cape Town (Koeberg-1 and Koeberg-2), and the pilot enrichment plant at Valindaba. Temporary agreements are in place for the reactors under construction, but there are no subsidiary arrangements for their operational phase. The Agency is negotiating new subsidiary arrangements to rectify this omission. The pilot enrichment plant is not safeguarded as the South Africans consider it to be a small-scale facility. The Agency is inspecting the plant on an ad hoc basis.
