The United States acknowledges global energy needs but is concerned about the consequences of further nuclear weapons proliferation. These decisions have implications for other countries, and the U.S. seeks consultation with interested nations to promote effective international arrangements that meet global energy needs while minimizing proliferation risks. The U.S. proposes exploring international approaches and frameworks, including an international nuclear fuel-cycle evaluation program and measures to ensure access to nuclear fuel supplies and spent fuel storage. The U.S. is committed to strengthening the non-proliferation regime and seeks comments and suggestions to develop a multilateral framework. Consultations with other governments will continue after the announcement of U.S. domestic programs.
