In order to address the threat to international peace and security posed by certain situations, suppliers are obligated to suspend nuclear cooperation and take further measures as determined by the international community. Canada suggests that the guidelines should be made binding and proposes the establishment of a "Declaration on Nuclear Transfers" with fundamental principles for safeguards and export controls. The declaration would include an export trigger list and consistent criteria for technology transfers. Changes in the text, such as replacing "suppliers" with "etobea" and "should" with "shall," would be necessary. This statement was made in London on April 19, 1977.
