This telegram provides information regarding the Canadian Government's stance on safeguards for nuclear power stations in India. The Canadian Embassy has received instructions to take action and has left a memorandum with the Director of Political Affairs at the Quai. The memorandum states that if Canadian firms tender for supplying nuclear power stations to India, the Canadian Government will require them to adhere to adequate bilateral safeguard arrangements, similar to the intentions of the UK and US governments. The Canadian Government emphasizes the importance of applying safeguards by all potential supplying countries to support controlled disarmament efforts and ensure the approval and implementation of multilateral safeguards. The memorandum requests early assurance from the French Government not to make any decisions that would jeopardize common objectives. M. Lucet has promised a reply to the Canadian memorandum.
