Description

This document is a memorandum discussing the Review Conference's emphasis on Article III of the treaty. It highlights the benefits of full scope safeguards, stating that they have not hindered the development of nuclear energy or violated national sovereignty. The memorandum suggests expressing confidence in the role of safeguards in building trust and hopes that they will become the standard for nuclear trade. It urges all states to accept full scope safeguards as part of ongoing efforts to strengthen international consensus on nuclear trade and non-proliferation. Additionally, it proposes considering the inclusion of a statement in the Final Act that, subject to appropriate commercial arrangements, acceptance of full scope safeguards will be sufficient conditions for the supply of trigger list items, excluding sensitive facilities, technology, and weapons-usable materials.
