Description

The text suggests that during the Geneva discussion, it is recommended to brief the Polish delegates when they meet in Paris (preferably at 17:39). The briefing should draw on relevant content and reflect our commitment to inform and consult with NATO. It should also demonstrate our ongoing defense of Western positions and safeguards. However, it is advised not to mention the Soviet staff officer's previous suggestion of a referendum regarding safeguard negotiations, as the Soviets are sensitive about this issue. Any deviation from our allies on this matter may have negative consequences for future negotiations. Additionally, it is important to indicate that the Soviets are listening carefully to our arguments and appear to be considering the possibility of a compromise. Regarding Brussels, you may inform EURATOM as suggested.
