In this letter, Harold Stassen, the President's Special Assistant for Disarmament, presents a summary and explanation of his recommendations following a presentation at the National Security Council (NSC). He suggests concrete and dramatic proposals to capture the attention and support of the public, including specific recommendations for spearheading proposals in the field of disarmament. These proposals involve United Nations inspections posts, open skies and ground inspection in Central Europe, and an initial zone for open skies and ground inspection in the United States and Siberia.
